Business Analyst (CBAP) — Public Sector Digital Transformation
Hands-on Business Analysis role supporting a public-sector technology transformation initiative in Regina — from business-process discovery and requirements elicitation through testing, implementation and organizational readiness.
About the Role
Afroxchange Global Services Ltd. (AGSL Technology Consulting) is seeking an experienced Business Analyst to support a public-sector technology transformation initiative in Regina, Saskatchewan.
The successful candidate will work closely with business stakeholders, project teams, technical resources, subject-matter experts and third-party vendors to support application modernization, business-process improvement, requirements management, solution implementation and transition from legacy applications.
This is a hands-on Business Analysis role spanning the project lifecycle — from business-process discovery and requirements elicitation through solution definition, testing, implementation and organizational readiness.
What You’ll Do
- Lead and facilitate business-process discovery, requirements-gathering and stakeholder workshops.
- Elicit, analyze, document, validate and prioritize business, functional and non-functional requirements.
- Document current-state (As-Is) and future-state (To-Be) processes and workflows.
- Translate business requirements into clear and testable business rules.
- Develop Business Analysis artifacts including process models, use cases, user stories, acceptance criteria and requirements documentation.
- Work with technical teams to translate business needs into practical technology solutions.
- Support solution analysis, design, configuration, integration and implementation.
- Define business problems and opportunities and support evaluation of solution alternatives.
- Maintain requirements traceability throughout the delivery lifecycle.
- Develop and support test scenarios, test scripts and User Acceptance Testing (UAT).
- Coordinate with Project Managers, SMEs, developers, application teams and third-party vendors.
- Identify and communicate risks, issues, assumptions and dependencies.
- Facilitate stakeholder meetings, working sessions and presentations.
- Support organizational readiness, change adoption, training and transition activities.
- Prepare supporting deliverables such as business cases, feasibility assessments, procedures, implementation documentation, user materials and project reports.
Mandatory Requirements
- Valid Certified Business Analysis Professional (CBAP) certification.
- Demonstrated experience working as a Business Analyst on IT, application modernization, business transformation or digital initiatives.
- Ability and willingness to work 100% on-site in Regina, Saskatchewan.
- Strong requirements elicitation, analysis and documentation capability.
- Strong stakeholder facilitation, communication and presentation skills.
- Ability to work effectively across business and technical teams.
Relevant Experience
- Public-sector, Crown corporation, healthcare, regulated or other complex enterprise environments.
- Digital transformation and technology-enabled business transformation.
- Application modernization or legacy-system transition.
- Business-process discovery and As-Is / To-Be process modelling.
- Requirements elicitation, analysis, prioritization and validation.
- Facilitating workshops with business owners, SMEs, IT teams and vendors.
- Functional and non-functional requirements.
- Use cases, user stories and acceptance criteria.
- Business rules and decision requirements.
- Requirements traceability.
- Solution-option analysis and business-case support.
- Cloud/SaaS, enterprise applications or systems-integration initiatives.
- Testing, test scripts and UAT.
- Change management, organizational readiness, training and adoption.
- Agile, Waterfall or hybrid delivery methodologies.
Strong Assets
- Government of Saskatchewan or comparable Canadian public-sector experience.
- Application modernization and legacy-system decommissioning.
- Formal governance, policy and approval environments.
- Cloud or SaaS implementation.
- Systems integration, APIs and data flows.
- Requirements-management or process-modelling tools.
- Experience working with executive sponsors, steering committees or senior leadership.
- Leading structured testing or UAT.
- Change-management and organizational-readiness initiatives.
